The City of Acworth Development Department publishes its residential retaining wall standard in plain terms. Walls that do not exceed 4 feet in vertical height, measured from the exposed toe on the low side to the top, do not require permitting as long as the backfill slope does not exceed 1 in 3. Walls that exceed 4 feet at any point along their length require a permit.

Height is not the only trigger. Any retaining wall that supports soil which in turn supports part of a structure, other than a detached utility structure of 120 square feet or less, requires a building permit and a stamped, sealed design by a Georgia Registered Structural Engineer.

The city also requires inspection before any concrete, backfill or drainage material is placed, and it lists drain piping and geotextile among the parts inspected before they are covered. What an Acworth Residential Building Permit Asks For

The Development Department's residential building permit application states that a separate permit is required for each building or structure. It asks for a site plan showing the house, the driveway and other major features with distances to all property lines, a foundation plan, and typical exterior wall details for above ground and below ground walls.

The form also lists finished and unfinished basements, and it notes that all disturbed ground cover must be covered again with sod or planting. Separate applications on the city's permit page include a Residential Foundation Only Permit, a Land Disturbance Application and a Right of Way Utility Encroachment Permit Application.

Piedmont Red Clay and Runoff

Pacolet soil, as described by USDA soil scientists, is a Piedmont soil with red clay beneath the surface, slopes that range from 2 to 60 percent and medium to rapid runoff, and USDA rates it well drained with moderate permeability. The New Georgia Encyclopedia adds that Georgia's red clay, weathered rock called saprolite, erodes easily when trees and ground cover are removed.

Acworth's permit form already asks for disturbed ground to be replanted. On a sloped lot, a patio or driveway also needs a plan for where rainwater goes, and a basement wall on a hillside carries earth on its uphill face.
