Dallas is the seat of Paulding County. The city was incorporated in 1854, named for Vice President George Mifflin Dallas, and is home to the Paulding County Courthouse, a Queen Anne style building from 1892. U.S. 278, State Route 61 and State Route 120 all pass through town, and the Silver Comet Trail runs nearby.

What the City of Dallas Says About Concrete Permits

The city or county sets permit requirements, and it is worth asking about yours when you call. Inside city limits, the City of Dallas Community Development Department handles building permits, and its published FAQ lists which projects are exempt under section R105.2 of the 2024 International Residential Code.

That list includes flatwork, described as sidewalks, driveways, patios and similar surfaces. It also includes retaining walls 4 feet or less in height, unless they support additional loads, which matters if you are planning a poured retaining wall on a sloped yard. The city adds that even an exempt project must still meet all applicable building codes.

When a new house is permitted, the city's residential permit requirements call for a house location plan, a survey of the lot that shows proposed driveways, fences, patios, pools and other improvements. Plan the flatwork early, because it goes on that survey.

Hills, Ravines and Red Clay Around Dallas

The ground around Dallas rises and falls. Pickett's Mill Battlefield State Historic Site, in Paulding County near Dallas, lets visitors walk through the same ravine where the 1864 fighting took place, and Elsberry Mountain rises to about 1,310 feet in the area.

Georgia red clay is common across the Piedmont. The New Georgia Encyclopedia explains that the red comes from iron oxides left by long weathering. A Paulding County archaeological survey, citing the Atlas of Georgia, describes the county's Southern Piedmont soils as thin, well drained red soil over sandy clay to clay subsoils. We found no published soil map entry for individual Dallas lots, so the soil on your lot is something to look at on site.
