Woodstock Permits and Retaining Walls

The City of Woodstock Building Department lists the projects that need a permit and plan review: new construction, alterations, additions, retaining walls, demolition, swimming pools and some accessory structures, among others. Applications go through the city's online permit portal.

Cherokee County's Development Service Center states that all retaining walls 4 feet in height or taller need a permit, and the application calls for a site location and engineered structural drawings. That page does not say whether it applies inside city limits, so a Woodstock address should start with the city. We found no Woodstock rule that names driveways or patios, so ask about permits when you call.

Building on Gently Rolling Hills

The New Georgia Encyclopedia describes Woodstock as having a topography of gently rolling hills. On ground like that, a back yard can fall away from the house, a driveway can climb from the street, and a basement can make use of the drop in grade. A driveway that climbs from the street needs its forms and grade set so water sheds off the slab and away from the garage door.

Georgia's red clay is saprolite, weathered rock whose color comes from iron oxides, and it erodes easily once vegetation is stripped. We found no source naming the soil on a given Woodstock lot, so the ground at your address is the thing to talk through when you call. Where a slope needs holding back, a poured concrete retaining wall is one of the options.

A City That Keeps Adding Homes

Woodstock started as a stop on the Louisville and Nashville Railroad, and the Woodstock Depot dates to 1912. The Little River and Noonday Creek both run through the area, and lots near creeks and low ground raise their own drainage questions for a slab or a wall. Census Bureau QuickFacts shows a base population of 35,097 in April 2020 and an estimate of 39,895 for July 2025, up 13.7 percent.

Cherokee County grew 12.2 percent over the same period, and QuickFacts lists 1,524 building permits for the county in 2025. A new house needs footings and walls before it needs a driveway and a front walk, and JJC Concrete pours both ends of that list.

Walls for Woodstock Builders

The core of JJC Concrete's business is poured basement and foundation walls for builders and general contractors. The walls go up in aluminum forms instead of lumber, and the metal forms leave a smooth finish on the concrete. Past jobs include walls as tall as 24 feet.

For a Cherokee County builder, the work includes basement walls, foundation walls, crawl space foundations, footings and subwalls. Lasers, excavators and bobcats are on hand alongside the forms.

On a lot with a steep drop, the basement walls follow the grade and hold back the soil on the uphill side, and a poured retaining wall may hold the grade beside a driveway or a lower patio. Crawl space foundations suit lots where a full basement is not in the plan. Plans and site details can go to JJC Concrete through the Request a bid form.

Steps, Stoops and Walks on a Grade

Rolling ground means the front door is not always level with the driveway. Poured steps and a stoop at the entry bridge that change in height, and a walkway can step down or run at a gentle slope between the drive and the door.

Behind the house, the same grade change can separate a basement door from the yard or a deck from the lawn. A few poured steps, a landing and a short walk can connect those levels. Sidewalks and walkways and steps and stoops are both part of the residential work JJC Concrete offers in Woodstock.

Driveways, Patios and Walks for Woodstock Homes

The city's Greenprints Trail System plans more than sixty miles of trail and open space, including the Noonday Creek Trail from downtown to Highway 92 and Towne Lake Pass.

At home, JJC Concrete pours driveways with tear out and haul off of the old concrete, back yard patios, and front walks and side paths. Steps and stoops, garage floors and slabs, and removal and replacement of worn concrete are on the list too, and JJC Concrete wants more of this residential work.

Getting a Woodstock Concrete Project Started

  1. 1

    Know your jurisdiction

An address inside Woodstock city limits goes through the City of Woodstock Building Department, while an address outside the city should check with Cherokee County or the city it sits in.

  2. 2

    Tell us the scope

Describe what you want poured, the rough size, and any old concrete that has to be torn out and hauled off.

  3. 3

    Account for the grade

Rolling ground affects forms, drainage and whether a wall or steps belong in the plan, so the slope of the lot gets a close look.

  4. 4

    Set forms and pour

The base is prepared, forms go up to the planned line and height, and the concrete is placed and finished.
